On February 8, 2010, the town of Westford, by and through its Board of Selectmen, requested proposals from organizations to operate the premises located at 65 Main Street, 73 Main Street and 170 Plain Road, collectively consisting of approximately 24,864 net usable square feet, with associated parking and grounds. The town seeks to have the proposer offer programs similar to those currently offered at the Roudenbush Community Center, such as community education, preschool, after school, gymnastics, licensed day care, and child and adult classes. The town received approval to lease the properties at the May 9, 2009 Annual Town Meeting.
Article 21. Dissolution of Roudenbush Community Center Committee & Transfer Care, Custody & Control of Town Buildings to Board of Selectmen, Authority to Enter Lease
It was VOTED by a two-thirds declared majority that the Town, pursuant to Massachusetts General Laws Chapter. 40, Section 15A, transfer the care, custody, control, and management of the Roudenbush Community Center land and buildings, located at 65 Main Street and 73 Main Street (Assessors’ Map No. 59, Parcel No. 42) and 170 Plain Road (Assessors” Map No. 74, Parcel No. 108) from the Roudenbush Community Center Committee to the Board of Selectmen to be held for general municipal purposes and for the purpose of leasing and to authorize the Board of Selectmen to lease in accordance with the provisions of Massachusetts General Laws Chapter. 30B, Section 16, as applicable, all or a portion of the real property known as the Roudenbush Community Center for a term not to exceed ten years with an intended purpose
similar to that which is currently in operation as reasonably determined by the Board of Selectmen, on such terms and conditions as the Board of Selectmen deem to be in the best interests of the Town; and further to dissolve the Roudenbush Community Center Committee.

The town’s objective in soliciting proposals is to identify a responsive and responsible proposer that provides the best value to the town, whose proposal is compatible with the town’s Parks, Recreation and Cemetery Department operations, and also provides a benefit to town residents.

EVALUATION PROCESS
An RFP Evaluation Task Force was established by the Town Manager to review the Technical Proposals. The task force was appointed from a group of residents who expressed interest after the town distributed a solicitation notice through the town website on March 4, 2010. The five person task force includes Kelly Ross, Chair of Board of Selectmen, Ingrid Nilsson, Chair of Finance Committee, Diane Weir, Louis-Charles Duhamel Cook, and Richard Diaz. A non-voting staff member, John Mangiaratti, was also appointed to provide technical
guidance.
All task force meetings will be held publicly under the open meeting law guidelines. The technical proposals will be evaluated by the RFP Evaluation Task Force using the Minimum and Evaluative Criteria as set forth in the RFP. The task force may contact references, make site visits, interview or otherwise contact persons identified by proposers, or seek any information that may assist in evaluating the written proposals. During the review a ranking will be assigned to each proposal. Once the task force has completed this review, the Town Manager will release the price proposals and the task force may incorporate price into a final recommendation. The task force will submit the final recommendation to the Town Manager, as Chief Procurement Officer, with all supporting documents. The Town Manager will
review for fairness and completeness and forward to the Board of Selectmen who will make the final contract award.
